La Posada del Parque
This excellent hotel, with very pleasant staff, is in the old Santa Beatriz neighborhood, just behind the Museo de Arte, within walking distance of downtown Lima, and about a ten-minute cab ride from Miraflores. The center of the roundabout street is a tiny park/promenade, surrounded by mature trees and distinguished houses from the 1910-20's. In fact, it is one of the prettiest streets I have seen in Lima, though the surrounding neighborhood suffers from the same uncontrolled and ugly development that blights the rest of town. Common areas are well decorated with contemporary Peruvian craftwork. The rooms are immaculate and well-furnished. Free internet access during certain periods of the day.

Two caveats, however: 1) Ask for a room with a large window facing the street. On the ground floor, the only good one is Room A; the others look out at walls. 2) Expect to eat breakfast somewhere else. The hotel offers instant coffee and a bad roll for about three times the going local breakfast rate. However, during the week, right around the bend at #20, the Religiosas Adoratrices offer a decent café con leche and fresh baked goods starting at 8:45 (until 7:00 in the evening). A pleasant five-minute walk to the Art Museum cafe gets you an even better breakfast, from 9:00 every day except Sunday from 10:00. Travel agents all say to stay in Miraflores, but despite the lack of local services--dry cleaning, post office, restaurants, etc.--this is a much better location from which to explore the city.
